EU import compliance support

Importing food contact materials (FCM) into the EU requires a valid Declaration of Compliance (DoC) and up-to-date test reports. Border and market surveillance authorities, such as Finnish Customs (Tulli) and the Finnish Food Authority (Ruokavirasto), frequently detain shipments if documentation is incomplete or test results are missing.

Measurlabs provides end-to-end compliance support for FCM importers, covering the following areas:

Documentation review and gap analysis: A technical audit of existing supplier documentation to identify gaps against current EU requirements, such as missing substances, outdated migration limits, or errors in the DoC.
Test planning: Creation of an optimized test plan for the specific material and intended use, including selection of the correct food simulants and contact conditions. The aim is always to cover all applicable requirements with the minimum number of tests.
ISO 17025 accredited testing: All required tests are available for a wide range of food contact materials. The following are examples of typically required analyses for common material types:
- Plastics: overall (OML) and specific migration (SML), phthalates, PAH
- Paper and board: mineral oils (MOSH/MOAH), formaldehyde, heavy metals
- Textiles: azo dyes, PFAS, phthalates, lead and cadmium
- Silicone: volatile content, residual peroxides, cyclosiloxanes
- Tests for other material types (rubber, metals, ceramics, glass, wood, etc.) are also available
Customs clearance support: Measurlabs acts as a local technical partner for shipments currently held at Finnish Customs, communicating with customs officials, fast-tracking laboratory analyses, and issuing compliant reports to support the release of the goods.

The displayed price includes one hour of expert consultation work in cases where products have been detained by Finnish Customs. Laboratory tests and any additional hours are billed separately after being agreed upon beforehand.

Phthalates analysis package (REACH)

Phthalates are a group of chemicals widely used as plasticizers, which make plastics more flexible and durable. They have also been used as additives in products such as cosmetics and personal care items. Several phthalates have been identified as endocrine-disrupting agents or as chemicals toxic to reproduction. Exposure to phthalates can occur through: Oral exposure Food: Exposure occurs via migration from food packaging., Children's toys: Children often put toys in their mouths.., Inhalation: Breathing in dust from vinyl flooring or fragrances (like perfumes) can cause exposure to phthalates via inhalation., Skin contact: Phthalates present in cosmetics, lotions, and soaps can be absorbed through the skin.. Analysis of PAH compounds in plastic, rubber, paper, board, and products made from these raw materials (e.g., textiles, toys, packaging materials) as required by the REACH Regulation. Specific migration testing – ammonium ion and elements of Annex II in Commission Regulation (EU) 2020/1245

Specific migration of elements listed in Annex II of Commission Regulation (EU) 2020/1245 of 2 September 2020 amending and correcting Regulation (EU) No 10/2011. The test covers the following elements: Lithium (Li), Sodium (Na), Magnesium (Mg), Aluminum (Al), Potassium (K), Calcium (Ca), Chromium (Cr), Manganese (Mn), Iron (Fe), Cobalt (Co), Nickel (Ni), Copper (Cu), Zinc (Zn), Arsenic (As), Cadmium (Cd), Antimony (Sb), Barium (Ba), Lanthanum (La), Europium (Eu), Gadolinium (Gd), Terbium (Tb), Mercury (Hg), Lead (Pb), Sum of lanthanides – Eu, Gd, La, Tb. In addition, the test includes specific migration testing of ammonium ion, which is performed separately from elemental migration analysis.

Children's cutlery and feeding utensils – Physical and mechanical properties by EN 14372

Test to determine the mechanical and physical properties and safety of cutlery and feeding utensils intended for children from 0 to 48 months of age. The method is based on the EN 14372 standard.

PPWR testing package (Regulation (EU) 2025/40)

EN 14582, EN 15408

The new EU Packaging and Packaging Waste Regulation (PPWR) introduces additional requirements for the chemical safety of food packaging. This analysis package includes the following analyses required to demonstrate compliance: Total fluorine (TF), Heavy metals (Pb, Cd, Hg, and Cr), Further targeted PFAS analyses are available if required/requested.. The displayed typical price applies to TF analysis and heavy metal determination, which are sufficient for most materials. According to a recently published Commission guidance document, further PFAS testing is not required if TF content is less than 50 ppm. Please describe the composition of the packaging material when requesting an offer (materials with metal components may require the testing procedure to be modified). Please also let us know how many materials you need tested, as we are happy to offer discounted pricing for large batches.

Reusability testing for food packaging according to the SUP Directive

EN 1186-1, EN 1186-2, EN 1186-3, …

This analysis package is intended to determine whether food packaging and beverage bottles can be considered reusable in the framework of the Single-Use Plastic (SUP) Directive (EU) 2019/904. The following tests are included: Overall migration testing for repeated use with 10% ethanol, 3% acetic acid, and olive oil (simulants A, B, and D2), Dishwasher resistance testing according to EN 12875-1 with 25 wash cycles. The EU Commission’s interpretations of the SUP legislation state that reusability can be evaluated using the test method EN 12875-1 (Mechanical dishwashing resistance of utensils). If plastic articles can be washed 25 times in a dishwasher, they can be considered reusable, as they maintain their usability and properties throughout multiple uses. The test package also includes overall migration testing for repeated use to ensure that the article remains inert when used multiple times. By default, testing is done to establish compliance with all types of foods (i.e., moist and dry, acidic and non-acidic, and fatty foods). Note: The price applies to articles that have already been cleared for food contact as single-use articles. Release of N-nitrosamines and N-nitrosable substances

N-nitrosamines and N-nitrosatable substances are present, usually in trace quantities, in various environmental media, certain food products, cosmetics, and rubber products. In particular, those found in rubber products are thought to originate from certain additives used in the vulcanization of rubber.
